Scheduling an evaluation does not guarantee a letter or a housing outcome.

A legitimate Oregon ESA evaluation—with clarity and care

You want to keep your animal and handle the process correctly. That concern is valid.

An emotional support animal can be an important part of managing the effects of anxiety, depression, PTSD, trauma, or another mental-health condition. Terra provides a structured, respectful clinical evaluation by secure telehealth for adults anywhere in Oregon.

This is an evaluation—not a guaranteed letter. Documentation is provided only when clinically appropriate.

• May create false confidence about landlord acceptance

A legitimate ESA letter comes from a licensed healthcare professional after an individualized evaluation—not from a registry.

Oregon ESA Letter process

Clear, ethical, and clinically grounded

Your documentation is based on an individualized clinical assessment, not payment alone.

Qualification depends on clinical fit—not simply having a pet or wanting housing relief.

During the evaluation, Terra considers whether you have a mental or emotional health condition that substantially limits one or more major life activities and whether your animal helps alleviate related symptoms or effects.

Conditions may include anxiety disorders, depression, PTSD, trauma-related disorders, panic disorders, or another clinically recognized condition.

Not everyone qualifies. The determination is individualized and based on clinical judgment.

Oregon housing documentation: what an ESA letter can and can’t do

If Terra determines that ESA documentation is clinically appropriate, the letter may support your request for a reasonable accommodation in housing.

A clinically appropriate letter is prepared on professional letterhead and includes Terra’s Oregon license information, signature, date, and confirmation of a disability-related need without unnecessarily disclosing your diagnosis.

An ESA letter is not a registration, certificate, or guarantee of approval. Housing providers may review accommodation requests and may verify that documentation was issued by a licensed professional. Individual circumstances and applicable law can affect the outcome.

Emotional support animals do not receive the same public-access rights as trained service animals, and current federal air-travel rules do not treat ESAs as service animals.
